Standard Sailing Instructions issued by the Danish Yngling Organisation

1. RULES
1.1
The regatta will be governed by the Racing Rules of Sailing for 2001-2004 (RRS) with any amendments according to Rules of the Scandinavian Sailing Association and DYK Standard Sailing Instructions.
If the regatta is a “Danish Championship” the National Championship Articles of the Danish Sailing Association shall also apply.
1.2
If there is a conflict between languages the Danish text will prevail, except for any conflict related to Racing Rules of Sailing where the English text will prevail.
2. PARTICIPATE
2.1
All competing boats shall be sailed by 3 persons. This is an amendment to the International Yngling Class Rules.
2.2
If the regatta, according to Notice of Race, is for youth sailors only, or an additional list of race results for youth sailors competing is to be issued, then all crew members must be 19 years of age or younger during this year.
2.3
If the regatta, according to Notice of Race, is for female sailors only, then all competing boats shall be sailed by 3 females. The maximum weight for competing crews in this category shall be 205 kg or lower.
2.4
All competing boats shall carry the IYA Boatsticker valid for this year. Furthermore all sails on board during racing shall carry an IYA Sail label.
2.5
On all competing Danish boats at least one member of the crew shall be member of DYK or a Yacht Club all ready ´A-member of DYK. This instruction shall not apply during “Danish Sailing Association National Youth Championships”.
3. NOTICES TO COMPETITORS
3.1
Notices to competitors will be posted on the official notice board located at the Race Office.
4. CHANGES TO SAILING INSTRUCTIONS
4.1
Any change to the Sailing Instructions will be posted on the official notice board no later than 2 hours before the scheduled time for the first race on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.
5. SIGNALS MADE ASHORE
5.1
Signals made ashore will be displayed on the signal mast located near the Yacht Club.
5.2
When flag AP is displayed ashore, “1 minute” is replaced with “not less than 60 minutes” in race signal AP.
5.3
When flag “Y” is displayed ashore, rule 40 applies at all times while afloat. This changes Part 4 preamble.
6. SCHEDULE
6.1
The primarily schedule and information of the max. races scheduled will be as noted in the Notice of Race or as a supplement to these sailing instructions. Prizegiving is expected immediately following the protest time limit on the last day of the regatta.
6.2
The scheduled time of the warning signal for the first race of the day is 5 min before the first race – this scheduled time of the warning signal may also appear in the Notice of Race. The warning signal for each succeeding race the same day will be made as soon as practicable.
6.3
On the last day of the regatta no warning signal will be made after 1600.
6.4
“Succeeding race” the same day will be indicated by displaying the flag “AP” on the race committee boat at the finishing line before the first boat has finished the race.
7. CLASS FLAG
7.1
There are two different colours of Class flag that can be used (see also S.I. 9.)
White flag with a blue “Y”
Red flag with a black “Y”
8. RACING AREAS
8.1
The race area will be as described in Notice of Race or as posted on the Official Notice Board.
9. THE COURSE
9.1
DYK special courses “WHITE” or “RED” will be used. The Class Flag displayed states the course to be sailed:
White flag with a blue “Y” is displayed, course “WHITE” is to be sailed.
Red flag with a black “Y” is displayed course “RED” is to be sailed.
9.2
It is intended that the total racing time for first boat shall be 60 minutes.
9.3
The Compass bearing from the race committee boat to the first mark may be displayed at the race committee boat.

10. MARKS
10.1
Mark 1 and the two gate marks will be inflatable marks. The offset mark (mark 2) will be a small buoy displaying an orange flag, or similar mark and different shape/size to the other marks.
10.2
New marks, as provided in instruction 12, will also be inflatable marks.
10.3
The marks at the starting line and the finishing line will be small buoys (Staffs) displaying an orange flag.
11. THE START
11.1
Races will be started as described in rule 26. A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes rule 4.1. in RRS, appendix A.
12. CHANGE OF POSITION OF THE NEXT MARK
12.1
To change the position of the next mark, the race committee will either move the original mark (or the finishing line) to a new position, or lay a new mark and remove the original mark as soon as practicable.
The change will be signalled before the leading boat has begun the leg, although the mark may not yet be in the new position. Any mark to be rounded after rounding the moved mark may be relocated without further signalling to maintain the course configuration. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.
13. THE FINISH
13.1
The finishing line will be between a staff displaying an orange flag and a blue flag at the race committee boat.
13.2
When the course is shortened at a gate, a race committee boat near the gate will display flag “S” and boats shall finish by sailing through the gate from the direction of the previous mark. The finishing line will be between the gate marks. This changes Race Signal “S”.
14. TIME LIMITS
14.1
Boats failing to finish within 30 minutes after the first boat sails the course and finishes will score Did Not Finish. This change rules 35 and rule 4.1 in appendix A.
15. PROTESTS AND REQUEST FOR REDRESS
15.1
The protest time limit is 30 minutes after the Race Committee boat enters the harbour after the last race of the day, or if the Race Committee boat do not intend to enter the harbour together with de last paticipating boats, any simular time after the last race of the day. The same protest time limit applies to all protests by the race committee and protest committee and to request for redress. This changes rule 61.3 and 62.2.
15.2
The time limit will be posted on the official notice board.
Notices will be posted on the official notice board within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest committee room (Location is posted on the official notice board and/or in the material publicised by the organising Yacht Club.
15.3
At protest hearings only the skipper or crew can represent a boat. This changes rule 63.3.
15.4
On the last day of the regatta a request for reopening a hearing shall be delivered at the race office
within the protest time limit if the party requesting reopening was informed of the decision on the previous day, or
no later than 30 minutes after the party requesting reopening was informed of the decision on that day.
This changes rule 66.
16. SCORING
16.1
The Low Point scoring system of Appendix A will apply.
16.2
When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
16.3
Race results for youth competing boats will be extracted from the official list of race result ensuring the same order.
17. SAFETY REGULATIONS
17.1
A boat that retires from a race shall notify the race committee as soon as possible and display the national flag if possible. If the race committee has not been informed before leaving the race area, the race office must be informed as soon as possible after entering the harbour.
18. REPLACEMENT OF CREW OR EQUIPMENT
18.1
Substitution of competitors will not be allowed without prior written approval of the race committee.
18.2
Substitution of the helmsman in accordance with instruction 18.1 can be approved:
with contemporary written statement that the approval also concerns DYK Ranking lists, or
concerning the regatta only
If the approval concerns other than the regatta only, this shall be clearly stated by the race committee in the approval. It is the responsibility of the helmsman that the Danish Yngling Club is informed about the approval.
18.3
Substitution of damaged or lost equipment will not be allowed unless approved by the race committee.
18.4
Approvals according to 18.1, 18.2 and 18.3 will be posted at the notice board.
19. REPORTING RESPONSIBILITY REGARDING SAILS TO BY USED
19.1
A boat is not allowed to start before it has informed the race office the numbers on the blue markings on the sails to be used. Foreign boats that do not have these blue markings on her sails shall, if so stated in Notice of Race, register her sails to be used within the scheduled time for registration and any measurement checks.
19.2
A boat or equipment may be inspected at any time for compliance with the class rules and Sailing Instructions. On the water, a boat can be instructed by a race committee measurer to take on board a committee member or proceed immediately to a designed area for inspection.
20. SUPPORT BOATS
20.1
Team leaders, Coaches and other support personnel, shall stay not less than 50 meters from any competing boat. Such support boats shall display club flag (or nationals flag if not from a Danish club).
21. HAUL-OUT RESTRICTIONS
21.1
Boats shall not be hauled out during the regatta except with and according to the terms of written permission of the race committee.
22. DIVING EQUIPMENT AND PLASTIC POOLS
22.1
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the starting signal of the first race and the end of the regatta.
23. RADIO COMMUNICATION
23.1
A boat shall neither make radio transmissions while racing nor receive radio communications. This restriction also applies sellphones.
24. PRIZES
24.1
Unless otherwise stated by the organising Yacht Club the following prizes will be awarded as follows:
Championships:
Championship title and trophies shall be awarded according to the Championship Articles. There will be prizes for each 5 boats started in the regatta. (Max. prizes to the 10 best rankings in the regatta).
Rankings & other regattas:
There will be prizes for each 5 boats started in the regatta.
24.2
Youth:
For race results for youth competing boats, an additional prize will be given to the best ranking boat not all ready receiving prizes according to 24.1.
25. DISCLAIMER OF LIABILITY
25.1
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personnel injury or death sustained in conjunction with or prior to, during or after the regatta.
26. INSURANCE
26.1
Each participating boat shall be insured with valid third-party liability. It does not lie on the organising Yacht Club to check these matters, but any violation of this instruction will be considered as a gross breach of the rules.
27. NATIONAL FLAG
27.1
The National flag may not be displayed while racing, but should be displayed if a boat retires from a race.
